Regular Session of ITU Council that dealt with more than 100 papers on major issues of ITU activity took place in Geneva (Switzerland) on November 12-21, 2008. In addition, the meeting of High-Level Segment attended by leaders of a number of states and branch ministries and agencies was held on November 12-13, 2008. The sitting was opened by the leaders of Rwanda and Burkina Faso. The attendees were shown the video address made by United Nations Secretary-General Ban Ki-moon. Mr A.A. Soldatov, Head of the Russian delegation and Deputy Communications Minister, raised the following questions in his report:
1.Cyber security protection is one of the most important tasks at present. The rapid development of ICT networks allowed adventurers to use on-line vulnerabilities and launch attacks at the key infrastructure of countries...
2. Climate change is another most complicated … problem, transforming the face of the Earth. Whatever origin may be, scientists predict the extinction of 2/3 of all species of birds, mammals, butterflies and plants by the end of this century at the current rate of destruction… The ITU Council discussed the course of transformations aimed at ITU management improvement, in particular, changeover to result-oriented budgeting, introduction of IPSAS accounting system adopted in the UN, implementation of KPI system for improving planning and performance, bridging the digital divide, Internet management, participation of information society representatives in ITU activity, intensification of exhibition activity, and many other aspects. The ITU Council took a decision to introduce a test mode of free electronic access to the principal documents of the Union – Charter and Convention, as well as to the ITU-R Recommendations for the period of six months starting from January 2009 in all six official languages.
