The Conference “Mobile and Wireless Business: Prospects of LTE Network Deployment in Russia” was held in Moscow in the Institute of Regional Economic Studies on January 29, 2009.  TheCînference was organized by RANS ITT Branch together with Association of Regional Operators, CDMA-800 Association and CJSC Modern Telecommunications.

More than 50 delegates took part in the event. They represented the ITU Area Office for Russia and CIS, major operators ( OJSC Central Telegraph, OJSC VimpelCom, OJSC MTS, Korea Telecom Corporation, Tele2, OJSC Megafon, OJSC SMARTS, CJSC Kodotel, People’s Mobile Telephone Ltd., PRESTIGE Ltd., etc.), UMTS/WiMAX equipment manufacturers and integrators (CJSC Sedicom, Kedax Electronics Ltd.), scientific and consulting organizations        (Radio Research and Development Institute, MTUCI, Inform-Media, CJSC Modern Telecommunications), Associations and Unions of Operators (Association of Regional Communications Operators, WiMAX Forum Association, Association of CDMA-800 Operators), mass media (Electrosvyaz’, Mobile Telecommunications, T-Comm and other journals).

The Conference was opened by Prof. P.I. Burak, RANS Vice-President and Academician, Doctor of Economics. The Conference dealt with LTE architecture and networking (S.V. Terentyev, RANS Corresponding Member and RANS ITT Branch Academic Secretary), operators’ activity under LTE networking in Russia (V.A. Levchik, Head of Legal Section in Association of Regional Communications Operators), use of radiofrequency spectrum and EMC provision under LTE networking (V.G. Skrynnikov, Candidate of Science (Engineering), Corresponding Member of RANS and Head of RANS ITT WG5 “EMC of Communication Networks and Systems”), employment of service and technological neutrality concept for increasing spectrum efficiency in LTE/UMTS/WiMAX networks (V.O. Tikhvinskiy,  Doctor of Economics, Chairman of the RANS Branch «Information and Telecommunications Technologies», Academician), electromagnetic compatibility of LTE networks with radio electronic means of Government agencies (O.Yu. Perfilov, Doctor of Science (Engineering), Corresponding Member of RANS and Head of RANS ITT WG3), state of Russian 3G mobile market (P.S. Dobrin, Member of RANS ITT, Chairman of the Board of CJSC Modern Telecommunications), and activity of ITU Research Group WP 5D on IMT Advanced/LTE technology standardization and development (Yu.K. Trofimov, Candidate of Science (Engineering), Department Chief of Radio Research and Development Institute).

The discussion held during the round table meeting dealt with the following aspects: need for Decisions to be taken by State Commission on Radio Frequencies that determine frequency-band allocation for LTE in line with WRC-2007 Resolutions; improvement of triple-play service regulation and licensing for LTE network development; and capability of regional operators to deploy LTE networks. The representatives of Radio Research and Development Institute (Department Chief Yu.K. Trofimov), CJSC SMARTS (Deputy Technical Director M.G. Zhidkov), and RANS ITT Working Group Leaders (Prof. V.O. Tikhvinskiy,  Doctor of Economics, V.G. Shulga, Candidate of Science (Engineering), and V.G. Skrynnikov, Candidate of Science (Engineering)) took part in the debates.
