On June 5-8, 2008, the National Radio Association (NRA) held its 13th annual conference «Actual Issues of Enhancing National Radiofrequency Resource Use Efficiency». Traditionally, the venue was the «Sergey Kuchkin» cruise ship with the itinerary Kazan – Kizhi - Kazan.  More than 70 participants representing organizations and companies of the telecommunications industry, educational and scientific institutions took part in the conference. The RAEN branch «Information and Telecommunications Technologies» was represented by its members Dr-s. V.P. Visochin and V.G. Skrinnikov. 

The issues of regulatory and legal framework improvement with regard to radiofrequency resource use and radiofrequency resource access facilitation, as well as provision of radiofrequency resource for advanced radio technologies in Russia were discussed at the conference.

The conference was opened by the President of NRA Dr. Butenko who read a greeting from the management of Ministry of Telecom and Mass Communications of Russian Federation to participants.

The following questions were considered during the conference:

• activities of National Radio Association for increasing the radiofrequency resource use efficiency;
• permitting activities improvement in the communication sphere;
• means of control and supervision improvement in the communication sphere;
• actual issues of the international frequency use regulation;
• optimization experience of radiofrequency resource use in 900 and 1800 MHz ranges;
• electromagnetic compatibility ensuring of UMTS and LTE networks with radio-electronic means of other radio services;
• broadband mobile access networks use prospects in 700 MHz range (LTE technology);
• creation problems of LTE standard terrestrial mobile service network in 791-821 MHz and 832-862 MHz ranges;
• orientation of terrestrial mobile service IMT-2000/UMTS standard networks optimization in Moscow zone and providing EMS with the radio-electronic means used for needs of public administration.

The RANS branch «Information and Telecommunications Technologies» presented a report “Approach to assessment of electromagnetic compatibility of UMTS radio electronic means and radio electronic means with scanning antenna pattern” that gave an effective method of assessment of radiofrequency resource joint use conditions.
