14th Annual Conference "Current issues of increasing the efficiency of the use of national radio frequency resource"

14th annual conference "Current issues of increasing the efficiency of the use of national radio frequency resource", organized by National Radio Association (NRA), which unites national users of the radio spectrum (www.nra.ru), was held aboard the ship "Mikhail Bulgakov" in Moscow in the period from 26 to 29 May 2014.

The Conference was attended by representatives of the federal executive bodies, scientific and research institutions, associations and professional communications providers, manufacturers and suppliers of radio-electronic equipment, as well as of other organizations.

The Conference was focused on questions of improving the efficiency of the use of national radio frequency resource, possible solutions, and forms of interaction of National Radio Association with federal executive bodies.

Key themes of the Conference:

  • Activities of the NRA to improve efficiency of the use of radio frequency resource, including questions of electromagnetic compatibility (EMC);
  • Technological neutrality - as a way of efficient use of radio frequency resource in implementation of advanced technologies;
  • Improvement of the regulatory base in order to clarify the rules on access to parameters in the evaluation of EMC and determination of conditions in the use of assigned radio frequencies.

Conference was opened by V.V.Butenko, President of the NRA, who stressed the urgency of the problems currently facing the telecommunications community and that are brought up for discussion at the Conference.

The Conference considered the following questions:

  • long-term planning of radio frequency resources in the Russian Federation;
  • improvement of the regulatory base in the field of international-legal protection of frequency assignments;
  • new approaches to licensing telecommunications services;
  • improvement of control and supervisory functions of Roskomnadzor in telecommunications field;
  • EMC assessment and ensurement of LTE networks under construction in the frequency range of 800 MHz and 2600 MHz;
  • practical implementation of technological neutrality in Russia;
  • development of Standards for permissible deviations from technical characteristics of  radio-electronic equipment (REE), including their locations, which are defined by the appointment of radio frequencies or radio frequency channels.

The conference held two meetings in the format of a round table on the following themes:

  • technological neutrality - as a way of efficient use of radio frequency resource in the implementation of advanced technologies;
  • ways to enhance the credibility and objectivity of the assessment of EMC for REE in advanced technologies.

According to the results of Round tables a number of recommendations were set up, the chief being to carry out studies on the development of technological neutrality with regard to the principles expressed in the reports of the participants.

            Branch “Information and communication technologies” of RANS participated in the conference. Reports on the themes "The results of experimental studies of EMC provision to SHORAM/BRBG (Boarding Radio Beacon Group) with RES of LTE standard, analogue and digital TV standard DVB-T (T2)” and “Implementation of technological neutrality in the frequency range of 1800 MHz at an early stage” were made ​​by V.P.Visochin, Deputy Chairman of the ITT Department at RANS, Head of WG4, PhD in Technical Sciences, a correspondent member of RANS, and by V.G.Skrinnikov, Head of the WG5 of the ITT Department at RANS, PhD in Technical Sciences, a correspondent member of RANS.
