4th International Forum "TELECOM NETWORKS: F&M Infrastructure. Sharing, Engineering, Development, Outsourcing&Metering"

Fourth International Forum "TELECOM NETWORKS: F&M Infrastructure. Sharing, Engineering, Development, Outsourcing&Metering", organized by Connectica Lab, was held at the business center of the Radisson Blu Belorusskaya Hotel in Moscow on September 10, 2014.

Over 250 representatives of business communities and government agencies, fixed and mobile operators, service providers, application developers, vendors, suppliers of solutions and services for communication providers, system integrators, analysts and industry experts participated in the fourth International Forum "TELECOM NETWORKS: F&M Infrastructure. Sharing, Engineering, Development, Outsourcing&Metering".

A number of issues were discussed at the Forum, related to the problems of infrastructure development of fixed and wireless broadband networks, their engineering, management and development, sharing, outsourcing of construction and operation of communications networks. During the forum considerable attention was devoted to the sharing questions of objects of passive and active infrastructure by providers, to problems of metering in communications networks, and to questions of frequency regulation and operator performance.

During the forum the representatives of the Ministry of Communications and Mass Media of the Russian Federation, FAS, Gorsvyaz, Rossvyaz, RRTO, VodafoneAlly, ORANGE Global, RTRN, TTK, MGTS, MTS, VimpelCom, MegaFon, IcomInvest, Intellect Telecom and other companies presented 27 reports that were divided into three sessions:

1. Regulation&Trends. Strategic initiatives, scenarios and development trends in the infrastructure of networks. Frequency-division multiplex of operator performance.

2. Communications Networks: topical issues of engineering, operation, outsourcing, sharing, metering of communications networks.

3. Broadband networks: practice, technologies, key issues and development factors.

The key themes of 4th International Forum "TELECOM NETWORKS: F&M Infrastructure. Sharing, Engineering, Development, Outsourcing&Metering" were as follows:

  • State policy in the field of communication: recent initiatives (regulation of mass mailing, frequency sharing, changes in approach of payments for frequencies, new rules on launch of communication objects, etc...).
  • Access to infrastructure needed for the organization of communications networks.
  • Advanced innovations: satisfaction of needs in a constantly changing world.
  • MNP in Russia: how the choice of a mobile operator is made.
  • Ensuring the operators’ access in houses - possibilities to change and improve the legislation.
  • Problematics of renting technological positions.
  • Challenges and prospects of placing communications objects and subsequent registration of contractual legal relationship on the territories of state property (land property, non-residential premises).
  • Prospects of 5G networks development.
  • FFTH/FTTB: country cable-fiber dynamics. Infrastructure sharing.
  • New directions for the development of "Russkiye Bashni" company.
  • Effective solutions for operators based on RTRN infrastructure.
  • Reliability of fiber-optic communication lines. Chain is an ideal FOCL topology.
  • Use of Small Cells and WiFi to improve the development efficiency of broadband access in urban environments.
  • Problems of construction of base stations in conditions of metropolitan city, and ways of their solutions.
  • Establishment of rights and protective zones for linear objects.
  • Outsourcing of broadband networks as a tool to improve customer loyalty.
  • Futurology of software-configurable telecommunications.
  • Projects of normative legal acts in the sphere of the use of communication facilities in LTE-Advanced communication.

  • The future of fixed broadband in terms of 3G and 4G networks development.
  • Legal status of operators of OTT services.
  • Experience in CDN integration with operating networks by the example of broadcasting Winter Games from Sochi.
  • Megafon as a general mobile telecommunication partner in the project of Winter Olympics in Sochi.  
  • Experience in the development of broadband in transport. Internet on board the aircraft - how it works in Aeroflot.
  • Organization of communication network for railway transport. Special project: Sapsan.
  • Communication networks in the underground (metro) and ground public transport: aspects of torganization.

On the part of "Information and Telecommunication technologies” branch of RANS the international forum was attended by V.G.Shulga, Head of WG12 of ITT RANS, and G.S.Bochechka, PhD in Technical Sciences, Head of Innovation Center at Icominvest LLC, Head of WG14 of ITT RANS.
