ITU regional training workshop for CIS countries Recommendations for the Business Process Re-engineering and the Use of Key Performance Indicators by Public Institutions and Enterprises

A regional training workshop of the International Telecommunication Union (ITU) for CIS countries "Recommendations for the business process re-engineering (BPR) and the use of key performance indicators (KPI) by public institutions and enterprises" was held in Tashkent, Republic of Uzbekistan, on December 11-12, 2014. It was organized by the Telecommunication Development Bureau of ITU Area Office for CIS region in cooperation with the State Committee for Communication, Informatization and Telecommunication Technologies of the Republic of Uzbekistan.

The workshop brought together more than 100 representatives of government regulatory bodies, telecommunication companies and universities (Plekhanov Russian University of Economics, Moscow Technical University of Communications and Informatics, Odessa National Academy of Telecommunications named after A.S. Popov, Institute of Electronics and Telecommunications of KSTU named after I. Razzakov, etc.) from Uzbekistan, Kyrgyzstan, Ukraine, Moldova, Belarus and Russia.

The training workshop was held with the use of video conference system, set out in the ITU Area Office for CIS countries, which allowed to organize remote participation of representatives from different countries of the CIS in the workshop.

The main topics discussed at the workshop were:

  • Process approach to the management of public institutions and enterprises;
  • Features of modern business processes in vertical markets and public administration;
  • Use of administrative regulations to define procedures and business processes for rendering public services in the telecommunications industry;
  • Re-engineering as a method for business process management;
  • IT role in business process reengineering and in process management in telecommunication companies;
  • Re-engineering of management processes in government bodies;
  • Principles for the development and evaluation of key performance indicators of business processes;
  • Methods of assessment of key performance indicators of business processes in vertically-oriented structures and public administration;
  • Use of key performance indicators of business processes in public administration bodies;
  • Management of innovative processes and evaluation of key performance indicators of innovation activity;
  • Control automation of innovative processes and new tools to support the effectiveness of innovation activity.

On the part of "Information and Telecommunications Technologies" branch of RANS V.O. Tikhvinskiy, Chairman of ITT RANS, Doctor of Economics, Academician of RANS, and G.S. Bochechka, Head of WG14 ITT RANS, Ph.D. in Technical Sciences, took part in a regional training workshop of the ITU for CIS countries "Recommendations for the business process re-engineering (BPR) and the use of key performance indicators (KPI) by public institutions and enterprises" and made presentations at six sessions of it.
